Highlands and Islands Enterprise pledges to:

Challenge ourselves to increase the positive impact we make on our local community and make better use of our assets – our buildings/grounds and our people.

In the next six months we will do at least three things that we don’t do at the moment to improve our social impact.

1st Commitment

Community Benefits clauses within the HIE Procurement Strategy

Community Benefits clauses within the HIE Procurement Strategy’ formed the 1st Commitment of our 2016/17 Pledge, and these are now a standard requirement within any contract valued at £50,000 and above. We also now include Community Benefits either as a scored evaluation criteria or as a mandatory section of the Invitation to Tender document which is not scored (we indicate that we expect all suppliers to outline what they will offer us during the delivery of the contract)

We will build further on this commitment during 2018 by undertaking the following:-

Create a case study based on actual tender responses in order to give suppliers an idea of the types of community benefits we are seeking to achieve and how to make them specific to the contract being delivered.

2nd Commitment

Volunteering Policy

Build on our increased volunteering leave allowance of 3 days per year within paid work time (was 2 days up to 31 July 2017) by:-

Promoting the benefits of volunteering to staff (developing existing skills and acquiring new ones)

Maintaining a formal register of all volunteering activity

Developing a series of case studies to help demonstrate and quantify the social impact of the various volunteering activities undertaken

3rd Commitment

Partnership working with other employers to encourage volunteering

Pilot a joint partnership approach with other employers, focusing on needs identified through community planning in order to investigate the possibility of introducing Employer Supported Volunteering (ESV); this will be done in conjunction with Volunteer Scotland and will encompass collaborative working with other ESV organisations such as Scotrail and SSE (3 key areas of focus set out below)

Skills development and empowerment, e.g. mentoring to build capacity and confidence within local communities

Delivery of projects which meet an identified local need and which link to community planning

Sharing of best practice in both actual volunteering and also volunteer management for local communities, with a strong link to the Investing in Volunteers standard

Investigate any relevant links to the Year of Young People and shape activity accordingly
